The Agreement calls for JMEC to be chaired by a prominent African personality appointed by the IGAD Assembly of Heads of State and Government in consultation with IGAD-PLUS Partners.

President Festus G. Mogae led the Republic of Botswana from 1998 to 2008. Under his leadership, Botswana experienced the steady economic growth that has characterized its post-independence history.

President Mogae has received a number of awards, including the 2008 Mo Ibrahim Prize for Achievement in African Leadership and the Grand Cross of the Legion d’honneur by French President Nicolas Sarkozy.

He serves as Chairman of the Advisory Board of Coalition of Dialogue on Africa (CoDA) and is a member of the Global Commission on Elections, Democracy and Security, as well as a Trustee of the Rhodes Trust.

     

Deputy Chairperson

 

 

Ambassador Lt General Augostino Njoroge a retired Military General was nominated by the President of Kenya H.E. Uhuru Kenyatta and seconded by the Inter-Governmental Authority on Development (IGAD) in June 2016 to serve as Deputy Chairperson of the Joint Monitoring and Evaluation Commission (JMEC).

The General brings strategic leadership and security expertise to this important institution that is monitoring the implementation of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS).

From July 2010 to July 2016, Ambassador Lt. Gen Njoroge served as Ambassador of the Republic of Kenya to Israel.
