RJMEC Chair meets Sudan PM Abdalla Hamdok in Juba

The Interim Chairperson H.E Maj. Gen. Charles Gituai met Republic of Sudan, H.E Prime Minister Abdalla Hamdok in the South Sudan capital, Juba, on Friday.

PM Hamdok is also the Chairperson of the IGAD Assembly of Heads of State and Government. During the meeting, Maj. Gen. Gituai briefed the Premier on the status of implementation of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS).

The Interim Chairperson said tasks such as the reconstitution and expansion of the Transitional National Legislative Assembly (TNLA) and Council of States remain pending.

“Major issues, such as the reconstitution of the Transitional National Legislative Assembly (TNLA) and Council of States is being held up, are waiting the completion of the state and county level responsibility sharing,” he said.

Maj. Gen. Gituai further briefed the PM on the country’s security and humanitarian situation. “Unification of forces and DDR (Disarmament, Demobilization and Reintegration) process is going very slowly. Subnational conflict, whether caused by community-based violence or defections, usually impairs humanitarian access and service delivery,” he told the Prime Minister.

On the economic front, (Chapter IV of the R-ARCSS), the Interim Chairperson said the Chapter envisages key reforms to undertake and institutions to set up, including the Economic and Financial Management Authority, the Anti-Corruption Commission, and the National Audit Chamber among others as critical oversight institutions.

“These institutions are important to bring about the necessary transparency and accountability in the management of the resources of the country,” he said.

On the South Sudan constitution-making process he said, “The constitution making process will be the blueprint for a successful implementation of the peace process as it will enable a democratic election in the country.”
