Good financial laws will ensure “transparent and accountable management of public finances and resources”

Review of South Sudan financial laws will ensure transparent and accountable management of public finances and resources, the Interim Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) has said. 

Speaking during the opening of the workshop organised by the National Constitutional Amendment Committee (NCAC) to review the Public Financial Management and Accountability Act, 2011 and the Southern Sudan National Audit Chamber Act, 2011 of the Republic of South Sudan, Maj. Gen. Charles Tai Gituai said:

“The two legislation that will be validated today, are the bedrock for ensuring transparent and accountable management of public finances and resources in this country.

“If the reforms are fully implemented, they will contribute to ensuring prudence in public financial management, good governance, better service delivery and utilization of resources,” he said. 

The purpose of validation is geared at providing stakeholders and experts, an opportunity to identify gaps and make final input into the revised laws, before they are submitted to the government.

The Interim Chairperson further applauded the Committee members “for their efforts and contribution in laying a legal foundation for good governance and the rule of law in this country.” 

He also thanked the Government and UNDP for the support they rendered to the Committee throughout the review of the two laws. 

“Such is the cooperation and partnership we seek and encourage for the full implementation of the Agreement and sustainable peacebuilding in this country,” he said.

The review of the laws is in accordance with Chapter 1, Article 1.18.1.3 of the Agreement, which mandates the National Constitutional Amendment Committee (NCAC) to make amendments to legislation to incorporate any reforms relevant to the Agreement.
