NCAC hands over four Security Bills to Constitutional Affairs Minister

The National Constitutional Amendment Committee (NCAC) has today handed over five (5) security Bills to the Minister of Justice and Constitutional Affairs, Hon. Paulino Wanawila.

The bills are the SPLA Act, 2009 (Amendment) 2019, the Police Service Act, 2009 (Amendment) 2019, the Prisons Service Act, 2011 (Amendment) 2019 and the Wildlife Service Act, 2011(Amendment) 2019 as per the requirements of Chapter 1, Article 1.18.1.2of the revitalized peace agreement.

Some of the key changes in the security sector Bills include professionalization of the security services, enhancement of the provisions on human rights and humanitarian law, enactment of provisions on 35% representation of women, review of ranks across the security services among others. 

“This is in line with the Agreement which provides guiding parameters for review of the law to facilitate the transition to a more democratic, peaceful and prosperous future,” said NCAC Chairperson Gichira Kibara. 

“South Sudan is in the process of undertaking extensive security sector reform and the submission of these Bills is a milestone in the implementation of the Agreement and demonstrates the Parties’ commitment to implement the Agreement,” he added.

The Committee will now focus on finishing the review of the Political Parties Act, 2012 during the Pre-Transitional period as required by the Agreement.
