NCAC convenes stakeholders’ forum, focus on S. Sudan Political Parties Act
The National Constitutional Amendment Committed (NCAC) has on Wednesday convened stakeholder’s workshop aimed at validating proposed amendments to the South Sudan Political Parties Act, 2012 as well as obtain views and recommendations to support the amendment process.
The review is geared at ensuring that the Act complies with international best practices for a free and democratic registration of Political Parties in the Republic of South Sudan
Speaking when he closed the one-day workshop that brought together at least 80 participants drawn from Parties to the R-ARCSS, RJMEC, political parties, civil society, youth and women, the Interim Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) Amb. Lt. Gen. Augostino Njoroge said,
“The ultimate goal is to transit this country to a more democratic dispensation. The legal amendment and review process that the NCAC is currently undertaking is therefore critical in achieving this end.”
He said the workshop was a vital step in the review and amendment of the law of South Sudan, “as it has provided an excellent opportunity” for the Political Parties, Parties to the Agreement, women groups and government institution to give feedback to the Committee on the proposed amendments.
Ambassador Njoroge lauded the Committee for its commitments to the process that clearly demonstrates the willingness of the Parties and stakeholders to see successful implementation of the revitalized Agreement.
He said the proposed amendments will strengthen the legal framework and “ensure a successful transition to the rule of law and lasting peace in this country”
“Am encouraged by the commitment, particularly your vigorous debate conducted in a very collegial manner, which is an excellent example to other mechanisms working on the pre-transitional process,” he said.
On his part, NCAC Chair Mr. Gichira Kibara said the amendments are in line with the Agreement, which provides guiding parameters for review of the law to facilitate the transition to a more democratic, peaceful and prosperous future.
The Committee will consider the input from the workshop and finalise the proposed amendments in the form of a Bill to amend the legislation.
The Bill will then be presented to the Minister of Justice and Constitutional Affairs as stipulated by the R- ARCSS.
